شناخت پدیده دژ سالاری سازمانی ادراک شده؛ تحلیل عوامل اثرگذار و پیامدها

چکیده
هدف: در این پژوهش به بررسی پدیده «دژ سالاری سازمانی ادراک شده» در سازمان‌های دولتی پرداخته شده است. دژ سالاری به وضعیتی گفته می‌شود که در آن کارکنان، ساختارها، رویه‌ها و فرهنگ‌سازمانی را متمرکز، محدودکننده مشارکت و ناقض استقلال فردی درک می‌کنند. هدف تحقیق، شناخت عمیق این پدیده، عوامل مؤثر بر بروز آن و پیامدهای منفی بر عملکرد و روابط درون‌سازمانی است.
روش: این تحقیق از نظر هدف کاربردی و از نظر روش، ترکیبی (کمی و کیفی) با رویکرد قیاسی - استقرایی است. داده‌ها از طریق مصاحبه با ۲۰ نفر از مدیران ارشد و منابع انسانی سازمان‌های دولتی (به روش هدفمند تا اشباع نظری) و سپس پرسش‌نامه جمع‌آوری شد. روایی محتوایی و پایایی درون کدگذار (برای مصاحبه) و بازآزمون (برای پرسش‌نامه) تأیید گردید. تحلیل داده‌های کیفی با روش تحلیل محتوا و کدگذاری و داده‌های کمی با ریشه‌شناختی فازی انجام شد.
یافته‌ها: یافته‌ها نشان داد سبک رهبری اقتدارگرا، ساختار سلسله‌مراتبی متمرکز و فرهنگ اطلاعات‌محور مهم‌ترین عوامل شکل‌گیری دژ سالاری هستند. همچنین افت کیفیت خدمات عمومی، کاهش تعهد سازمانی و افزایش سکوت سازمانی به‌عنوان مهم‌ترین پیامدها شناسایی شدند
نتایج: در مجموع، دژ سالاری ادراک‌شده پدیده‌ای خود تداوم‌بخش است که خنثی‌سازی آن نیازمند مداخله هم‌زمان در سطوح رهبری، ساختار و فرهنگ‌سازمانی است.
