تبیین چارچوب شایستگی‌های منابع انسانی در گذار به اقتصاد چرخشی هوشمند: مطالعه موردی صنعت فولاد

چکیده
زمینه و هدف: علی‌رغم نقش کلیدی منابع انسانی در هوشمندسازی اقتصاد چرخشی، مطالعات پیشین عمدتاً بر تأثیر مدیریت منابع انسانی سبز متمرکز بوده و شناسایی شایستگی‌های لازم منابع انسانی برای تحقق این رویکرد کمتر مورد توجه قرار گرفته است از این رو پژوهش حاضر با هدف شناسایی شایستگی‌ها منابع انسانی در پیاده‌سازی و هوشمندسازی اقتصاد چرخشی در صنعت فولاد انجام شده است.
روش: این پژوهش با بهره‌گیری از رویکرد آمیخته (کیفیکمی) انجام شده است. در بخش کیفی، به‌منظور شناسایی شایستگی‌های موردنظر، از روش تحلیل مضمون استفاده شد. سپس در بخش کمی، روابط میان این شایستگی‌ها از طریق نقشه شناختی فازی مورد بررسی قرار گرفت. جامعه آماری پژوهش را خبرگان صنعت فولاد تشکیل می‌دهند. داده‌های موردنیاز در مرحله کیفی از طریق مصاحبه و در مرحله کمی با استفاده از پرسش‌نامه گردآوری شد. فرایند مصاحبه‌ها تا دستیابی به اشباع نظری ادامه یافت و در نهایت پس از انجام 15 مصاحبه، اشباع حاصل شد.
یافته‌ها: یافته‌های این تحقیق در بخش تحلیل مضمون حاکی از 67 مضمون پایه (شایستگی)، 12 مضمون سازمان‌دهنده و 5 مضمون فراگیر است. نتایج تحلیل نقشه شناختی فازی نشان می‌دهد که شایستگی‌های «تفکر سیستمی و تصمیم‌گیری هوشمند»، «رهبری تحول‌آفرین و مدیریت ریسک»، «انعطاف‌پذیری شناختی و رفتاری»، «نگرش آینده‌نگر» و «نگرش به تغییر» بیشترین قدرت اثرگذاری را بر سایرین داشته و نقش زیربنایی در شکل‌دهی سایر شایستگی‌ها ایفا می‌کنند.
نتیجه‌گیری: نهادینه‌سازی نگرشی مبتنی بر آینده‌نگری، تفکر سیستمی و آمادگی برای پذیرش تغییر، می‌تواند درک و آگاهی منابع انسانی را نسبت به آثار و پیامدهای بلندمدت اجرای اقتصاد چرخشی هوشمند ارتقا دهد و زمینه حمایت مؤثرتر آن‌ها از سیاست‌ها و برنامه‌های مرتبط با توسعه صنعت سبز و پایدار را فراهم سازد.
