طراحی و اعتبارسنجی الگوی مدیریت سرمایه‌انسانی مبتنی بر هوش مصنوعی در سازمان‌های دولتی ایران (مورد مطالعه: استان تهران)

چکیده
زمینه و هدف: با وجود گسترش سریع کاربست هوش مصنوعی در مدیریت هوشمند سرمایه‌انسانی در سطح جهانی، فقدان الگویی بومی، جامع و اعتبارسنجی‌شده برای بهره‌گیری نظام‌مند از این فناوری، مهم‌ترین مانع پیش‌روی سازمان‌های دولتی ایران محسوب می‌شود. با حدود ۲.۲ میلیون کارمند رسمی، سازمان‌های دولتی به‌عنوان بزرگ‌ترین کارفرمایان، با چالش‌های ساختاری و بوروکراتیک مواجه‌اند و به الگویی بومی نیاز دارند. این پژوهش با هدف طراحی و اعتبارسنجی الگوی مدیریت سرمایه انسانی مبتنی بر هوش مصنوعی در سازمان‌های دولتی ایران (مورد مطالعه: استان تهران) انجام شد.
روش‌شناسی: این پژوهش با رویکرد آمیخته (اکتشافی متوالی) انجام شد. در بخش کیفی، با ۱۸ خبره و مدیر ارشد منابع انسانی استان تهران مصاحبه‌های نیمه‌ساختاریافته انجام و داده‌ها با تحلیل تماتیک براون و کلارک در MAXQDA تحلیل شد. در بخش کمّی، پرسشنامه‌ای محقق‌ساخته با ۴۲ گویه بین ۳۲۰ مدیر و کارکنان توزیع و داده‌ها با مدل‌سازی معادلات ساختاری (PLS-SEM) در SmartPLS تحلیل شد.
یافته‌ها: تحلیل مصاحبه‌ها به ۲۵۶ کد اولیه، ۴۲ مضمون فرعی و ۸ مضمون اصلی انجامید: جذب و گزینش، مدیریت عملکرد، آموزش و توسعه، جبران خدمات، نگهداشت، فرهنگ سازمانی، تصمیم‌گیری داده‌محور و حاکمیت اخلاقی. تمام ابعاد تأثیر مثبت و معناداری داشتند (0/78 ≤ β ≤0/42). بیشترین تأثیر مربوط به جذب و گزینش (β=0/78) و کمترین به حاکمیت اخلاقی (β=0/42) بود. مدل نهایی برازش قوی داشت R²=0/673)، GOF=0/62، Q²=0/458).
نتیجه‌گیری: الگوی ارائه‌شده چارچوبی جامع و بومی برای هوشمندسازی مدیریت سرمایه انسانی در سازمان‌های دولتی فراهم می‌کند. موفقیت آن نیازمند سرمایه‌گذاری در زیرساخت، توانمندسازی نیروی انسانی، فرهنگ داده‌محوری و حاکمیت اخلاقی است.
